Dr. Mahmoud AlBurai is Director of Real Estate Policies & Innovation at the Dubai Land Department, where he leads work on transparency, data-sharing and new regulatory tools for the sector. He previously served as CEO of the Dubai Real Estate Institute and as a senior advisor at the Real Estate Regulatory Agency (RERA). Beyond government, he has chaired the UN Global Compact (UAE) and helps lead the UNDRR ARISE resilience network in the country. His current priorities include policy innovation, property tokenization, and positioning Dubai as a global hub for sustainable, competitive real estate.
