Dubai Land Department (DLD) is the Government of Dubai entity that oversees land registration, property transactions, and real estate governance. Through its agencies—RERA (Real Estate Regulatory Agency) and DREI (Dubai Real Estate Institute)—DLD sets and enforces regulations (licensing, owners’ associations, escrow for off-plan projects), operates lease registration (Ejari), runs valuation and digital transaction platforms (e.g., REST), and publishes market data to improve transparency. Its mandate is to foster a safe, innovative, and globally competitive property market in Dubai.
