Ruter is the public transport authority for Oslo and Akershus, Norway. Established in 2008, it plans the network, sets fares, and procures operations for buses, metro (T-bane), trams, and local ferries under competitive contracts. Jointly owned by the City of Oslo and Akershus County, Ruter leads on digital ticketing through the Ruter app and pilots mobility-as-a-service solutions that integrate micromobility. With a strong climate focus, it is accelerating zero-emission buses and ferries in cooperation with operators such as Sporveien and multiple bus companies—aiming for seamless, sustainable everyday mobility across the region.
